This is the european collector's Burning Crusade Edition bonus non-combat pet.

Since Blizzard screwed up the collector's pet ingame delivery, they had to make a mail system to validate collector's editions, and offered Lurky as a bonus to make up for it.

Interestingly enough, this (and his murlocs friends) is the only pet item usable while running.
He also dances randomly, old style with chapeau and walking stick, very cute :)

the Captured Flame pet from the midsummer eve quest is also usable while running and imo it looks much cooler to look like you have a dead NE following u around than a stinky frog-thing

The only pet i've come across that couldn't move around along with you was the snowman from the Snowman Kit https://www.wowhead.com/tbc/item=21309

And i think they fixed that. So no, this isn't the only pet you can run with.

Where can low level priests get a small pet from? I saw one of the players with one and I wanted to know how I can obtain one. Please help me.

Here is a screenshot of Lurky the Murloc,
one of the 2 pets you can choose from if you
have The Burning Crusade: Collectors Edition

You get both Lurky the Murloc and the Netherwhelp
in your mailbox when creating a new character, if
you have the Collectors Edition of TBC.

Obtainable in TBC Classic by going to an innkeeper in a Major City, or Landro in Booty Bay. Provided you have a TBC Collector's Edition registered to your account. Not sure of only EU people can redeem it. As of writing, it doesn't dance. It does make the dancing noises, but the animation is missing.
