Nice. This is a good off-hand for any spellcaster, and can be made on a lowbie twink if you have the mats on another toon to level inscription up this much.

Journeyman Inscription only requires level 10, so this is attainable in the level 10-19 bracket.

Mystic Tome is a good cheap item for your warlock or mage while waiting to get their Illusionary Rod or Hypnotic Blade+Orb of The Forgotten Seer combo from Doan and Thalnos,but if you're mostly using one damage type don't be afraid to replace with that green "Of Fiery Wrath" item from the auction house.If your leveling inscription, make Mysterious Tarot instead.

This is a nice enough item for many classes, but unless you power leveled inscription you're unlikely to have the skill required to craft this while it's actually useful to your toon. I'm a herbalist/scribe and I milled all herbs I gathered in Mulgore and the Barrens to level inscription as fast as a fresh toon could reasonably expect to, but at level 25 my skill is only 117. By the time I was able to make this it was more or less obsolete for me. I think inscription needs some fine tuning with respect to the crafted off-handers especially.

That said, the fact that these items are BoE means they're probably more useful to auction off for profit.

I agree, this is a good item for casters who are a) wanting a bit more mana and/or b) have found a nice one-handed item at their level.
