Fortified Boots of the Eagle are BiS for a healadin lvl 20 twink. Some may need it and try to farm for it, my advice is to go to ashenvale, duskwood, arathi highlands, wetlands, and hillsbrad foothills to find-kill all rares they can. This will provide them with mail items and with a high chance of getting the right stats for your character.
