This can be trained by alliance at the Master Alchemist Trainer in Feathermoon Keep. It costs 1G 35s.

Can confirm for Phase 1 Classic WoW that this does drop from Blackrock Slayers in the Burning Steppes. I picked one up on my third kill, and killed about ten more of them afterwards with no drops. Can't confirm drop rate with such small testing, but that's what I can confirm as far as the recipe actually dropping.

As of Classic, this recipe is now back on the menu.

The drop rate is definitely lower than 4%. I have killed more than 100 of Blackrock Slayers and I didn't have a single drop.

Finding Blackrock Slayers can be a pain. They definitely share spawn with the rest of the orb bois around - so take some time to kill off those as well.
