The drop rate for these must have been decreased with the last patch. As of 11 March these are definately not dropping at anywhere near their posted rates (off of Scouts and Acolytes). Hopefully I'm incorrect in that, and just having a horrible streak of luck.

Strange. After doing the quest, I came back for the next step, and got 1 scrap. Figuring I can make it easy by disguising myself again, I farmed more...none dropped.

they been dropping off of either Wyrmcult Hewers or Poachers for me. o.0

You need 5 of them to make the costume.

These actually DO drop after Meeting at the Blackwing Coven. At least on Maxnar Must Die! Also I don't see why they would make them not drop afterwards as there IS a vendor inside. https://www.wowhead.com/tbc/npc=22099

The poachers have dragons u can skin too and i seem to get the scraps off the poachers more

I think you cant get them until you start the 3rd quest, to have the meeting. but once you do that you can get them all day long afterwards, make lots of costumes, and run around and do your thing. while you're in costume dont forget to talk to the provisioner and buy your useless blackwhelp orb and the fire resist cloak of pimpness.
