I got the item from an old Gift of Adoration : Stormwind from February 2007. They gift used to have a Handful of Rosepetals, but changedover to the rockets AND a Romantic Picnic Basket.

To get this rocket use the same tactics as to get the picnic set.

For those who don't know it. Do this every hour on your char (or more then one of you want to speed things up). Get some cologne or perfume on and a stack of tokens of love. Walk to a guard and hit (talk with it and the lowest click able item is one that normally isn't there (it only shows if you have the right stuff on and a token of love!, click that one, and they will give you a pledge of adoration) om him(perfume)/her(cologne) when they fall for you they'll give you a pledge of adoration: {CITYNAME} . You'll get a debuff so you don't get suche a pledge again for another hour (you can log out and the timer keeps ticking). When the hour is over do this again untill you got your rocket (or picnic set for that matter).

With some luck (and you probably will cause the droprate is high on these things) you'll see lovely fireworks by the end of the day:
