I have seen this recipe selling for 2G in Horde AH. So if you have 18s to spend...

Blood Elf: take the portal from Silvermoon to Undercity.
Undead: run to Undercity
Run inside and get the flight path (fp), while you're there.

Take the zepellin (tower south of UC entrance) to Orgrimmar (first platform going up the stairs). Run west to Org south gate, then south to Razor Hill.

Orc and Troll: Leave Valley of Trials and run east to the T intersection. (There, you can pick up the quest A Peon's Burden from Ukor.) Run north to Razor Hill.

While you're there, if you have the silver, you might want to pick up Recipe: Scorpid Surprise from Grimtak, just inside the west gate, to the north on a small rise (Durotar 51.2/42.6). This is a Horde-only recipe that can sell for quite a few gold in the neutral, goblin-run auction house (AH).

From Razor Hill, take the west road. Cross the bridge to Far Watch Post in Barrens. Continue west on the road to a T intersection at Gold Road, then run south to Crossroads.

Tauren: Take the road east from Bloodhoof Village to Barrens. Pass Honor's Stand and continue east to Camp Taurajo. Get the fp, then head east to Gold Road. Run north to Crossroads.

Zargh is just inside the north gate, to the east, under a small awning. (Barrens 52.6/29.9) You can pick up the Meats to Orgrimmar quest and get fps and a little rep.

If you stick to the roads, you can make this run with little trouble as soon as you finish your racial starting quests. No need to wait until level 24 to get it from the Tarren Mill quest. (Why a level 15 recipe is a level 24 quest reward is anyone's guess.)

And, if you picked up the Scorpid Surprise recipe in Razor Hill, you can now take the east road out of Crossroads to Ratchet, catch the ship to Booty Bay, run to the opposite side of the pier, and sell it in the AH for rather silly amounts of gold. :)
