Why this recipie is a rare and not uncommon drop is beyond me; It's not a particularily good recipie for leveling Blacksmithing, it's not a good item statswise, and the rest of the "Mithril Scale" set can be learned by the trainer.

My guess is the designers were planning on buffing the set, thus making the shoulders good for their level, but that buff never got through. That, or they just felt like adding some low-value item to the rare drops for that level.
