That is like one expensive hat...Most percentage on the world bosses...I think its more like a world drop tho.

Its a completely black hat and has the same shape as Crimson Felt Hat or Russet Hat.

Fun fact, there's actually a "Master's Hat" that has no stats or bonuses (it just says "Master's Hat"). Saw it on AH for a few thousand gold the other day.
