From Witch Doctor Mau'ari in Everlook. Complete the quest she gives, then a repeatable quest to obtain these and a few other similar buff items becomes available. You can only get the E'ko if you have The Cache of Mau'ari reward from the initial quest in your bag.

Fire Resistance Aura (+60 FR) + Scarshield Spellbinder (+83 FR) + Juju Ember (+15 FR) + Blazing Emblem on use (+50 FR) is the way to go (208 FR before gear).
