I farmed Ulthir in Darnassus for about 2 hours before he dropped it....but I got it.

I am baffled by the misinformation on this subject. Could Blizzard have changed something? This potion is NOT available through Algernon in UC. However it can be purchased from Rogvar the Master Alchemist Trainer at Stonard in the Swamp of Sorrows. He is up the stairs in the building next to the wind rider master. Do not be confused and try to perchase it from the alchemy supplies vendor. If you went there you're in the wrong building and he doesn't have it. You must go to the trainer to get it, NOT the vendor. I looked for this from Algernon in UC for a month all he ever had was shadow elixer recipe. Don't waste your valuble time. Go see Rogvar in swamp of sorrows.

I got this recipe or alchemy training whatever from an Arrakoa Master Alchemist (the bird things, the mobs that look like Sethhek Halls) somewhere in Lower City in Shatt. hope this helped ya!

Confirmed, it is NOT available from Algernon in Undercity and I'm 45 troll shaman. It's available on AH, at the moment several stacks of 2 for various prices ranging up to 45g bid 88g buyout for 2. Looks like I'll be sticking to moonberry juice lol.
