Unfortunately these items do not stack. This means they are not a good mat to store for fast increase of Argent Dawn rep once you've hit Revered.

To turn in, just right click the scale and accept the quest. Turn in scales to ugly Argent Dawn gnome at Light's Hope Chapel, near campfire.

I don't know what happened, but this bugged for me, and after completing the quest I still had the item and could turn it in again. Got me two times 150 reputation...

It's actually good item for rep farming, maybe it doesn't stack but it's repeatable quest and item is not unique so you can have few of them in your eqp, also 1 of these gives same rep as Corruptor's Scroguestone.

You need to have completed Plagued Hatchlings to be able to see and loot these. The quest that they start can be repeated as many times as you want.

Does it drop in raids?

The scales do drop in raid but you cannot complete the quest that allows them to drop in raid. They give you 50 rep a peice and if i'm the only one able to pick them up i usually see 1 or 2 a run drop.

Blizzard must have increased the drop rate substantially on these. My hunter friend and I did Scholo together (he level 66, me level 64 pally) and we got 12 of these between us on the dragons there. Before that, in many Scholo runs at level 60 before the BC came out, I had never seen one and he hadn't either.

I've turned in 3 thus far and nothing. I'm sure there must be some sort of reward or new quest if you turn in enough.

These are an awesome bonus for rep at Revered. Last night, I picked up 5 in one run (no one else had completed the quest). That's the equivalent of 5 of the boss scourgestones!

Scholo is THE best place to farm AD rep, especially if you have the Dawn's Gambit. There are so many bosses that give you 25 rep plus drop a scourgestone. Ras will even give you 50 rep (easier fight than gandling who gives you only 25)

The scale seems to only drop once you've completed the Plagued Hatchlings Quest. All that happens when you turn in the scale is that she asks for any other scales that you find.

Yes, it's for Reputation with AD. I can't speak for lower levels, but at lvl 60 turning in the scales nets 50 points of reputation with them.
