These are the most piratey cloth boots you can get, besides the ones from the bloodsail buccaneers rep grind.

Took me two full runs of soloing Deadmines to get a pair for my pirate outfit, but it was worth it. =D

Your best chance to get these would be to farm Deadmines and/or Shadowfang Keep, although it'll probably be on the Auction House.
