This Arcanum one of must have enchants for twinked characters.
Thank Blizz this enchant could be obtained through trade window ("will not be traded" slot).

For a level 19 character 12 dodge rating mean 4,73% dodge
considering we can have two of those enchants it mean overall +9,46% dodge.

At 29 level it will produce 2,48% dodge value increase, etc.

Other twink levels:

39 -- 1,68% dodge.
49 -- 1,27% dodge.
59 -- 1,02% dodge.
60 -- 1% dodge.
69 -- 0,67% dodge.
70 -- 0,63% dodge.

This item only gives ~2% dodge.
So you're better off just getting the +8 Agility because you also get ~2% dodge plus critical rating from it.

If you add it to a pair of leggings and after you add a rugged armor kit over it, will the 1% dogde be removed? If it doesnt stack that's cool otherwise blizz is getting greedy and it isn't worth 30g plus all the crap to collect.

I haven't gotten this yet, but I guess it works like any other enchantment. Meaning that you sadly cannot keep a regular enchantments or any armor kit.

Hmm..
Need 1 of books Libram of Rapidity, Libram of Focus or Libram of Protection.
if you want to take this ench you need one of this books and some ingridients fot it... go to Library in DM and make Arcanum of...
but when i came... no elf there =( maybe need to do some Q before he'll give you a Q for Arcanum?

you need to complete Elven Legends quest first.
the quest giver is in feathermoon (feralas town if you are horde.)

When Blizzard made the rating system they diden't think about how they unbalanced twinks!

This + Green Tinted Goggles + level 19
= 4.72% Dodge chance!

you can either take 2 of these, or you get Clefthide Leg armor on the legs and the arcanum on the head part

Seeing as only one of these items can be used at a time (unless you forgo the Clefthide Leg Armor) what would this work out to? Lucky Fishing Hat + (Arcanum of Protection +12 Dodge or Lesser Arcanum of Voracity +8 Agility)... Then again maybe the one that adds +125 armor or health would be better. I have the Libram of Voracity ready to go but maybe one of the others would be better for my 29 Rogue. Any thoughts?

As far as enchanting a twink item. yes you can. you will have to give the NON-soulbound item to a friend and have him/her put the item into the will not be traded box. then after the arcanium is applied, log over to your twink to recieve the item.

oh yeah u can sell it for a hefty price since almost no1 knows how good of adodge rating u have by the end if ure duel weilding agil enchants and u have 15 agil to gloves and the libram on ure goggles talking 19 twinks here

+12 dodge to Fishing hat or goggles.
+12 dodge to wC BoP pants
+12 dodge to cloak
+12 dodge from stv trinket
+12dodge from stv trinket (can obtain twice) =26..45 Dodge

+5% dodge from Combat spec. + = 31.05% Dodge

+15 agility to gloves (one agility=.365 dodge)
+15 agility to weapon
+15 agility to weapon = (Roughly 16.247%) + = 46.297% Dodge

Now add this to the Base dodge rate of a 19
(depending on what class/race it varies) usually around 12% for 19 rogues

12% +46.297% = 62.297% Dodge THIS IS WITHOUT REST OF GEAR!

with average TWINK gear you will have at least another 40 agility so you can easily become a LEET DODGE TWINK!

YOU CAN GET OVER 70% DODGE RATING - Who cares about life if they cant touch you!

if you level 10 you dont need that much *!@# and you get more than 120% dodge its fun when you got 6 twink rogues and they cant kill a level 10. the casters hurt tho >.<

Go in Feathermoon, talk to a woman who is walking around outside the inn. She gives you a quest. She wants you to find someone in the DM Library. So you must go in the library, loot the remains of the guy. Go back in Feathermoon, complete the quest. She will give you another. You'll need to go back in DM library and talk with the guy near the pile of bones you inspected. Have a 1 libram of prot, 2 LBS 1 Pristine Black Diamond and 1 stitching. I soloed it.
