This is available in outlands only in Nagrand. For the alliance, you need to be friendly with the Kurenai to be able to speak to the vendor, and I assume the same with Horde and Mag'har faction.

Or just go to Exodar/Silvermoon and pick it up without the rep requirements.

I couldn't pick it up on my lock until 63 or so because of this, so I went to Exodar instead. It will also be in stock more reliably in Exodar/Silvermoon since they are less used cities anymore.

But got the FP....Will try at lvl 60.

He pats from 56,40 to 55,37 and back again.

For those without coords, he starts at the hut on the hill - the most south east building in the village - the one with a windmill in the side of the roof and a farmyard full of raptors plainstriders and boars. Heads down the hill, left (north west) across the bridge to the bonfire. Walks around the bonfire and heads back again.

He patrols round Garadar.

He starts near the stables in the SE corner, goes north, then walks over the wooden slightly rickety bridge, heads for the bonfire in the middle, walks around this and then goes back over the bridge and down to the stables again.

he's at 53,71 in telaar. he does not roam. this is near the Western bridge on the Oshu'gun side of telaar.

Yes it is limited supply but it reappears within a matter of about 2 minutes.
