It's a lvl 58 blue boe...that usually indicates some world drop and being so high of an item lvl very very high AH prices.

I got one of these beating the event in stratholme scarlet after killing balnazzar first as part of the 0.5 tier armor quests. It was in the chest that spawned after both npcs were defeated.

This is one of the best blue necklaces I could find as a priest, still use it with 4/8 prophecy and Benediction.

After completing Return to Bodley which is one part of the very long Dungeon Set 2 quest chain, you will recieve Brazier of Invocation. It can be used to summon a variety of bonus bosses with rare loot in the following dungeons:

Dire Maul East | Isalien

Scholomance | Kormok

Live Stratholme | Jarien & Sothos

Upper Blackrock Spire | Lord Valthalak

Lower Blackrock Spire | Mor Grayhoof

The Dungeon Set 2 also called Tier 0.5 is aquired through a fairly lengthy, somewhat difficult and expensive quest chain through which you upgrade Dungeon Set 1 pieces.
After completing Return to Bodley which is one part of the chain, you will recieve Brazier of Invocation: User's Manual and Brazier of Invocation.
The manual describes where the brazier can be used to summon a variety of bonus bosses with rare loot in the following dungeons:
