This holy item of the gods, drops off a certain boss in Naxx(duh) but it works the same way the ZG armor sets are, except you wont need Argent Dawn Rep just this items and the rest of the items to get it made for free

Echoes of War Is the pre requisite quest needed to turn this piece in. You get the quest from Commander Eligor Dawnbringer located inside lights hope chapel.

I looked in the comments of various pieces and didn't find the answer I was looking for so I figured I'd share it here.
