You cannot use it through the Trade window on someone elses legs or helm (tested):

You cannot apply this to a BoE item and then trade it back to someone either. Applying this item to a helm or legs will cause that item to become soulbound. It does give you a warning first before it lets you do it.

For those of you looking for resistance it is most likely easier to get Inscription of Endurance from the Violet Eye at honored reputation outside of Karazahn.
