The real beauty of these plans isn't the bracers themselves, it's the capacity to level mining up from 365 for a very low cost (comparably). For those of us stuck at 360, endlessly farming mats for our epics while waiting on felsteel plans to drop in Auchindoun, the prospect of landing these plans at 365 is like an oasis compared with the alternatives available.

only BoP plans have that feature. non-bop things, like this are available to all people, regardless of proffession.

Requiring a nether seems to be a hard way to level Blacksmithing that last 10 points. Also, the few points of extra dps stats is not worth the huge up in stamina and armor that Veteran's Plate Bracers gives, so who's gonna buy these bracers?

These plans dropped for me just after 2.3 release off Dragonmaw rider guys (Transporters, I think) while farming netherwing relics for "Not so Friendly Skies".

these plans also drop from frogs / scroll holder in ZA

the scroll holder is soled by the food vendor rescued from the frogs.

the frogs are rescued by using the hex sticks

yeah, i'm definitely guessing this is just a world drop of some sort. i won the greed roll for these in a regular auchenai crypts and were sold in the auction house for 650g. i'm all set for my flying mount thanks to that. :D
