This is a random world drop from 69-71 ish mobs. Better chance off of elites, both in world and instances.

A Guildie of mine got it from a rare elite spawn in Netherstorm, where as I got one from an elite trash mob in Karazhan.

Just had this drop from a voidspawn in nagrand while questing. Almost passed up killing the mob, good thing I didn't.

update: I wound up selling this for 600g after several attempts on the AH.

I looted one of these while farming motes of water off the level 64-66 water elementals in the lake around Halaa a few months ago. Couldn't believe that it would drop off a mob that low level. Sold it for around 500g after a week of listing it on the AH for 1k.

I just got this (2.4) off a trash mob in Netherstorm (Zaxxis Raider) while farming for Consortium Rep. Waiting to see how much this will go for.

EDIT: Got rid of it for 300G - Nobody wants to gather the mats for it. Gave it to a guy who i dont even think looked at it he was in such a hurry to get it and be gone - I think the purple colour was enough.

It is pretty nice all in all, even with the mats. Especially if you know alchemists who will get you discount primal mights... Realistically sells for 900-1500g across most servers from what I've seen firsthand
