Could be a bug on Blizzard's side but currently it's the only equipable rare item with an item level above 115. Not that those 2 item levels make much difference for a ring slot, might be 1-2 stats.

We got it when a feral druid was tanking and he wasn't really impressed by it (to my surprise) so perhaps there are superior rings despite the high level.

(weird that there is no badge from that boss in the chest)

Enhancement shaman or fury warrior ring - 1 str = 2AP

Handy for Fury Warriors, as it's 46 AP and 18 Crit on this ring. Not often that you see a ring with Strength on it.

This is the only blue item in the game higher than ilvl 115, weird.

This is one of the few DPS rings that are not designed for rogues and hunters. This ring would be great for warriors and most likely some druids. Still it would not equal the bounus that some of other rings give hunters and rogues.
