Spell penetration mechanics:

You need 375 resistance to reach the resistance cap of 75%. Thus, for every 5 resistance points, the target gains 1% damage mitigation against a given nature school.

Therefore, -15 resistance equals +3% against targets, which have resistance.

This stat is most useful in PvP, where, In practice, you can expect most enemies to wear at least ~20 resistance.

Horde frostmages would want to wear these items vs dwarfs (frost resist talent)

Both alliance AND horde have shadow resistant races (undead and draenei), so it is useful for PvP shadowpriests and warlocks.

For PvE - not a very good stat.

PvE wise , for every level above you , the monster will be awarded an additional 5 resistance. Bosses thus start with 15 resistance , which is minimal , yet considerable.

i never befor seen a ring with so high stats (sta&int)that also have spell dmg on it.... And its blue :).... what epic rings will have BC? :)
