A decent necklace for casters who like their spell damage and crit rating. I actually use this piece on my holy paladin who runs at 28% spell crit buffed, it also drops for us fairly often from the Prince.

Compare to Vindicator's Pendant of Conquest

My guild just downed Prince for the first time last night, and I was the lucky mage who got this beautiful necklace. It is a straight upgrade from Warp Engineer's Prismatic Chain. But the thing is I also have Shattered Sun Pendant of Acument.

So would This neck or Shattered Sun Pendant of Acument be better for overall dps?

lol... as you can see, this is the flaw of caster imtemization. No +dmg boost compared to lvl 60 epics what so ever. I'll gladly trade stamina for +dmg. And so far I am not seeing any caster item aside from the one-hand dagger/swords and staves that feel lvl 70ish.

It is a nice item, but not 70'sh in feel, I agree. But stamina is always nice and looks more of a pvp piece to me.

This neck has only ever gone to Pallies in my guild. Not sure why that is, but the other casters all say they have better. So the healadins and tankadins have been eating this bad boy up.

You might as well go for the Vindicator's Pendant of Conquest, instead of this thing. It's a lot easier to get, and you can socket it to make up for the lack of spell damage and crit. This necklace is not worth the trouble.
