For the casual player, however, these are a great 2nd choice.

Only way you can upgrade these boots is by doing Karazhan or heroic instances.

Since theory goes like this:
Dodge ________________ 18.9 to 1
Defense Rating ___________ 2.4 to 1

Flesh Beast's Metal Greaves: = 7.5 defence skill = 7 (since it's an integer value ingame) along with 1.48 dodge
Boots of Elusion = 8.5 defence skill = 8 and 1.90 dodge.

Stamina on Boots of Elusion is also buffed, from 25 to 30, along with a Fortitude enchant reaching 42 (+12 Stamina).

If you're a non-raider, the next two options are from heroic instances:
Mana Tombs
Boots of the Colossus that are subject to socketing (blue+yellow socket with 3 defense rating as a bonus). Should the socket bonus be completed it will give 9 defence skill instead of 7. Or...socketing stamina gems into it will give them 41 stamina (+Fortitude enchant = 53 Stamina) and 7 defence skill.

Eaglecrest Warboots for 9 defence skill and 44 Stamina (enchanted)

Obsidian Clodstompers (https://www.wowhead.com/tbc/item=28318#M0z) are definitely worth considering for tanking and preferable to these, when gemmed correctly.

As pointed out there's a dearth of tank boots at endgame outside of raids and heroics, these were staring to look old and tired so I stuck two Subtle Living Rubies into my Clodstompers for a nice +16 Dodge, and got them enchanted with +12 Stamina for 42 Stamina total.

OR you could go higher and stick 2 Solid Star of Elune's into the Clodstompers for a whopping total of 66 Stamina, with the enchant.

If you wanted the socket bonus you could go with x2 Thick Dawnstones for a flat 16 Defense. Lots of options. Not too shabby for "DPS" boots. Think outside the box!

That quest is available from patch 2.1 and yields actually a decent pair of tank boots. Too bad you have to have an epic flying mount and do the Netherwing prequel quests first

Scryer tanks can get a comparable pair of boots from one of the Manaforge quests in Netherstorm, which offer much more stamina and strength but no dodge.

Went a little back an forth between these and Ironsole Clompers (https://www.wowhead.com/tbc/item=24064 ) on my Prot Pally. It depends on what you need the most with the rest of your gear. The clompers offer more def (if you're having trouble getting to 490) and stam, which can be hard to balance as a Prot Paladin, but if you feel you can afford it, definitely go for the overall avoidance of these babies.

If you have a prot pally I'd recommend considering Boots of Righteous Fortitude (https://www.wowhead.com/tbc/item=32778 ). Sethekk Halls is a very forgiving Heroic, and they actually outdo Boots of the Righteous Path (https://www.wowhead.com/tbc/item=29254 ) in some respects. Without a doubt, at least, when you compare the difficulty of attaining the latter. Plus, we'll take stam where we can get it, right?

It should be said that both boots obviously have very low avoidance compared to Flesh Beast's Greaves, but they should still fit nicely into a well balanced Prot Pally gear composition all the same.
