This is a fairly decent enhancement shaman breastplate although it is still quite similar to Bonechewer Berserker's Vest ( https://www.wowhead.com/tbc/item=28057 ) and Hauberk of Totemic Rage ( https://www.wowhead.com/tbc/item=31127 ), both of which you can have at level 60 . If anything the value of this chest is in the sockets which give you liberties in which stats you would like to add.

Some good gem choices for your enhancement shaman might be Sovereign Nightseye - 4 STR and 6 STA or Sovereign Shadow Draenite - 3 STR and 4 STA. You may also just want to stick in Solid Star of Elune ( 12 STA ) or Solid Azure Moonstone ( 9 STA ) to make up for the lack of Stamina on the piece.

Or if you don't care about the socket bonus, throw in 3 Bold Living Rubies for an extra 48 attack power. :)

Socketed armor pieces are very nice to have, and rare, especially pre-70 and they always give you the option of adding stats that you have a hard time finding on certain armor. ( Strength on mail is few and far between, still. ) But, ultimately, unless you feel like spending the money on good gems, you are probably better off sticking with your free Bonechewer Berserker's Vest or your very cheap to purchase (always around 20g on my server) Hauberk of Totemic Rage until you can get something nicer at level 70.
