any idea where this drops from?

I would assume TK or SSC but then I would assume the recipe would be BOP if it dropped from in there.

the old "non-bop recipes for bop items" again, like the tailoring chests for clothies, robe of the void and so... a bit nasty, you have to get the recipe, to use it one single time, because the item is bop, and you normally don't need the same armor item several times. that's like a coupon drop for an item, where you have to pay most of the (mat)costs later.
And I don't want to imagine situations where it drops and nobody notices this and a rogue/druid/hunter leatherworker wins it and instantly learns it because he needs the bag space.

To the person two posts above: do some research before you post.

Blacksmithing is borderline worthless to a pve shaman. Smithing for pvp, LW for pve. The netherstrike breastplate is the best elemental shaman bp until tier5, which judging by your comment, you will never see. The netherstrike bracers are arguably better than the veterans because the mp5 on them.

I crafted these a couple days ago after my first run in ssc wednesday. These are the definitive shaman boots in the game right now.
