This is the easiest pair of paladin tanking boots to acquire. You can solo it in Netherstorm (click the "Reward from" tab for more information). Having said that, the defense rating of 13 is not much. In other words, you 1) won't lose much by getting boots with better stats that just lack defense and 2) can put defense gems in other boots to make them as good as these. I have 4 pairs of boots in my inventory and have an impossible time picking between them.

I'm not really big on "hybrid tanking gear". Either you're tanking or you're not. These boots try to do too much.

For casual play I prefer Earthmender's Plated Boots to the Starcaller's Plated Stompers. They are from a soloable quest in the Coilskar region of Shadowmoon.

For tanking, run Mana Tombs, do the escort, and get Flesh Beast's Metal Greaves. It's a quest reward so there's no random drop, it's a slam dunk, and they're among the best pre-raid tanking boots in the game.
