Quite possibly the best dagger I've seen from questing.

When paired with Claw of the Netherwing Flight ( https://www.wowhead.com/tbc/item=31492#z0z ) they make quite a combo.
Claw of the Netherwing Flight can be obtained by doing a chain of quests starting with "Kindness" https://www.wowhead.com/tbc/quest=10804 .

The only other comparable dagger I've seen that is as easily attainable is Twin-Bladed Ripper ( https://www.wowhead.com/tbc/item=30013#z0z ) which is a reward from the final quest of a chain starting with "The Ethereum" https://www.wowhead.com/tbc/quest=10339 .

Also, though it may not really be worth noting, this is the only selectable reward from the chain without flavor text.

the picture of the dagger does not show how it looks, it has a blue glow just like law of the Netherwing Flight ( https://www.wowhead.com/tbc/item=31492#z0z )

i think they are the same model with blue glow

If you're going for a mutilate build at lvl 70 then buying Ced's Carver (https://www.wowhead.com/tbc/item=31305#c0z) x2 will make this and the Netherwing reward futile. I'm you're low on cash this one is a good alternative though. If you're going combat potency then a slower dagger is far more effective of course.

This is a quest reward item. It's the end of a LONG quest chain that results in this final quest at: https://www.wowhead.com/tbc/quest=10588/the-cipher-of-damnation. You start it in Shadowmoon Valley at Earthmendor Torlok. As of this posting, Thottbot's data on this quest is not very complete, but you can find good data for each individual stage.

I did this entire questline and the dagger was not in the list of rewards... I am pissed.

Id say get the bow, fury warrs dont need quick daggers

You will end up doing about 10 different quests to obtain this dagger, so be prepared to do some work.

Getting a group together is very difficult because the group quests come out near the end, and I found very few people get very far, the quest seems to go nowhere at first. Good luck :)
