The Keys required to open the cells also drop off of any ethereal mobs from Zaxxis, Ethereum Staging Grounds and Bash'ir in Blade's Edge.

The key to open the prisons can drop from any etheral mob (droprate sucks btw). There is also a special spawn "Ethereum Jailor" which have a 100% droprate of a key. This jailor spawn in different etheral place

Once you are exaulted with the Consortium, you get absolutely nothing for turning these in -- you simply complete the quest with no money, no rep. Blizzard should add something for exaulted folk please. :D

Adding this here in case anyone was confused as I was. To get an Ethereum Prisoner I.D. Tag you must kill one of the mobs in one of the ethereum prison bubbles. To open the bubbles, you must get an Ethereum Prison Key that is a random drop off Ethereum mobs, or a 100% drop off the Jailer.

The frustrating thing about releasing these prisoners, and hoping for a Blue drop, is that the prisoner to be released is random, and the chance for them to drop a Blue is quite low. And chances are high (75%) that it'll drop an armor type that's no use to you, if it drops a blue at all. AND THEN, chances are good that the random enchant won't be the one you want/need. Top it all off with the blue item being BoP, and that you're most likely doing this solo (since you don't need a group to kill these) and you're looking at a tiny chance of getting something you can actually use from these quests.

If you were to farm Consortium Rep, the Ethereum npcs are good for this since you get 250 rep per I.D. tag. The ogres in Nagrand are significantly weaker and easier to kill, imo, and getting 10 beads can take about the same amount of time to get as 1 prison key/I.D. tag combo, since the I.D. tag doesn't always drop off the mob that you free. There is a chance, however, that you will free a Protectorate/Consortium npc that you won't have to fight, and after the short thanks he gives you, he does and "arcane explosion-like" spell that, instead of damage, grants you 500 rep. So, while the pros-and-cons of comparing these 2 rep farming areas are pretty much the same, It's good to note that you get at least 1 green item from every aggressive npc you free with the key, usually of level 68-70. The amount of money per mob is also greater than that of ogres, double that for rogues who pick-pocket before every kill. So the financial advantage of this spot would win out over the other. Killing the npcs south of Area 52 for the badges is the worst of the 3 only because there aren't as many npcs there, the drop rate of the badges seems to be a bit worse than the ogre beads, and it's too close to Area 52, which just means too much opposing faction interference.

Turning in those gives you 250 reputation with The Consortium. You gain them by killing the prisoners in the "bubbles" west of Manaforge: Ultris.
Sometimes when you open a bubble you can however sometimes spawn a friendly Etherum unit, which will give you no drop but instead raise your reputation with The Consortium with 500.

The prisoners always drops a BoE green item for level 70, and/or sometimes a BoP blue item for level 70. Out of 8 keys I got 4 blue items, so either I was very lucky or it's a 50/50 chance.

If you need keys, look for the Etherum Jailor which has a 100% droprate on the key. He's very easy to see as he is large and colored red. If you have trouble, bind a" /target etherum jailor" macro. If you still can't find him or want a optional way to get the keys, simply grind any kind of Ethereums. The droprate isn't as enjoyable though.

If you find a cell with a CE druid, you won't get a tag, but CE rep.

Just a note so noone else is surprised like I was. The mobs coming out of the prisons are not guaranteed to drop anything. It's very very likely they will drop an item and an i.d. card, as the rates suggest, but it is entirely possible for them to drop nothing. I put in a ticket after receiving nothing and GMs confirmed there is a small chance at getting nothing from the prisoners.

I'm pretty sure there's a quest line you need to complete before these start dropping ID tags.. Don't remember exactly which one but I know it's by the prisons out there. Hope this helps. =)

I got a Sha'tar prisoner and got 500 Sha'tar rep as well as a really nice buff for 2 hours.

Also, you can get a mob named Fargosh out of these, he immune to frost, but my arcane and fire worked on him. Really fast attack speed though.

To get these you have to kill local mobs until you get the Ethereum Prison key by killing mobs in the area. Once you have a key go to one of the prisons and it will spawn one of the 3 mobs that drops the I.D. For my group we each also got a green drop off the mob that spawns. Hope it helps.

You can also get unlucky like I did and get a Rescued Cenarion Expedition Druid. No ID Tag but she gives 500 CE rep.

all i had to was to kill warden icoshock and he dropped Ethereum Prison Key which i used on one of the ethereum prisons (the glowing balls) and out came a monster and i got the quest item.

the drop rate on the first Prison key you need for quest is really good. But after that, only the Jailor...not the warden has a 100% drop rate. everyone else it seems has about a 2% drop rate.

ehm...after 2 many kills i finally got the key but when i opened 1 of the cells it only came out an spoggregar dude and gave me 456 rep but i dint get that I.D Tag thing....why?

Jailor DOES NOT have 100% drop rate. Yes, I had the quest, yes I am talking about the right key. No, it has not dropped every time.

the keys have a VERY low drop rate, and can drop from any etheral in NS!

and these tags drop from mobs that come out of prisons - but not always a mob - sometimes a freindly prisoner.......

i ended up getting my key just off a regular avenger. never saw the jailor after doing this quest for about 20 minutes. the prison spawned forgosh, and he dropped the quest item and a green pair of leather pants. eventhough it's a pain, i think doing this quest is nice because you get the rep and you get some pretty cool items to drop off the prisoners.

The keys drop off of ANY ethereum guy. Take the key and open a prison. If you get a guy to fight they will drop an I.D card.

Netherstorm - Get repeatable quest: Ethereum Prisoner I.D. Catalogue from Commander Ameer at the Protectorate Watch Post then go farm Zaxxis insignias from The Heap where prison keys will drop, too. Gather as many as you like then go open prisons and kill the 70 mob and get blue BoP and prisoner IDs to turn in. About 1 out of every 5 kills I would free a friendly and they give 550 rep with the faction they are apart of! So you get Consortium rep for insignias simultaneously getting keys that give IDs that also give Consortium rep. Plus the random faction rep for freeing a friendly! TRIPLE DIP baby. Now go get your dagger!
