Flashfire Girdle-44 dmg, 37 haste rating, 18 crit + 7 crit from int=25 crit
Anetheron's Noose-69 dmg, 28 crit + 6 crit from int=34 crit
FF math:
in 100 casts 1.76% hastes adds 1.76 more lbs
1.76*1750(average LB hit)*1.4 (assuming 40% crit chance)=4312 dmg added
Although it has only added 1 extra cast, or 2450 dmg, it is already 76% into completing the 2nd extra cast and can be considered as adding that damage.
So basically, it is roughly like being able to have an extra 2% LO chance except it is 100% reliable and has nothing to do with luck.
BoB math:
20 dmg*6/7(spell dmg coefficient)*105(5 extra casts from LO)*1.4(crit chance)=2520 dmg added
9 crit*.0453*17.5*105=749 dmg added
Honestly, I don't feel like doing the hit math, since you are probably at the hit cap if you're pve specced and thus it is not useful
AN math:
25*6/7*1.4*105=3150 dmg
9 crit*.0453*17.5*105=749 dmg added

As you can see, I am only comparing how the haste compares to the difference in spell crit and dmg of the other two belts, they obviously add a lot more dmg in 100 casts than what is below
Blasting adds 3269 dmg in 100 casts if you're at the hit cap w/ a 1750 average hit
Otherwise it adds a good deal more, and would be better than the flashfire, but since I personally would not need the hit, flashfire is the best choice
Flashfire adds 4312 dmg in 100 casts w/ a 1750 average hit
Anetheron adds 3899 dmg in 100 casts w/ a 1750 average hit
If you had a higher average lightning bolt, the dmg from the crit difference would increase, but the haste difference would make a larger difference

In conclusion this belt> all others for pure DPS if you're at the hit cap for boss fights.

Spell Haste is getting a buff in patch 2.2 from 21 to 15.7 haste rating contributing to a 1% reduction in casting times.

Passive ability value:

2.1 = 1.76% reduction in casting time @ 70.

2.2 = 2.35% reduction in casting time @ 70
