Absolutely terrible item, complete waste of a raid drop. It simply doesn't mitigate enough damage to be worthwhile on any level, beyond overgeared heroic instance farming wherein you might as well just put on better spelldamage plate to help out. Block value's worth for warriors is primarily to do with the increase to threat-generation, not really the fact you block a little more. Paladins get nothing like this.

Prot paladins have enough problems that they face off against. Subpar, joke itemization that's worse than heroic badge rewards not only means the class doesn't scale up with the raid game, it also means that people will become angry at seeing bad prot paladin drops when they don't even want them.

edit : btw, to those replying harshly, I'm in black temple and we use a prot paladin. His biggest problem is lack of stamina, increased by the harsh demands of reaching uncrushability. He has to make sacrifices in a number of places, and using this libram would make it even harder for what amounts to no real reason. While you may feel very satisfied in your smug responses, I seriously question how many of you are actually in black temple, using these items and facing the problems he is. He needs more health and he needs better itemization. Not junk like this. Sorry.

Am i reading this right or does the libram read:
"If fighting 2.0 speed boss, absorbs 241 points of damage every 8 seconds"?
Of course in a multi-mob tanking situation the benefit skyrockets.

I think everyone is overlooking 2 important aspects of this Libram's use:

1: At that stage of the game, it's fairly safe to assume that you'd be able to forego the 5%ish block rating excess...and that means you can instead wear (A) a threat libram (B) a 'smallheal on judge' libram or (C) this, the ONLY mitigation libram.

2: 93*1.3=120 Even if it's only active 40/50% of the time, that's still hella better than the similar tier LoLbonus /grumble

This libram isn't all that great for bosses, but if you think about it's use for AoE tanking, it's seems much better. While I can and have been MT on several bosses, my main reason for being in the raid is because I can hold aggro on 59012347890 mobs at once. When you have a lot of mobs wailing on you at once, that 93 block value becomes much more significant as you'll be blocking a hell of a lot more.

So like 5 people in a row said "I think your overlooking the blah blah blah". fact is this libram is the best there is. yes it is. we understand this. no it is not better or even comperable to a warrior ranged item slot. personally, i dont feel it even compares to some of the druid item slots. just cross your fingers and hope 2.4 brings better toys for us to play with.

This libram is really quite good, yes, but it'd've been more useful back in Hyjal.

Odds are that by the time you're downing Mother, you've had MH on farm for a few weeks, so you don't really need this libram to aoe tank the previous instance.

For me, threat generation is the major issue. That being the case, I use https://www.wowhead.com/tbc/item=33504 for boss tanking and https://www.wowhead.com/tbc/item=27917 for AoE tanking.

If the buff doesn't get removed when you switch librams, I would macro this to equip on judgement, then switch back to Eternal Rest for consecration when AoE tanking.

This increases your Shield Block VALUE, which increases the amount of damage that your shield blocks, not Block Rating which increases the chance of blocking. This will not help with making a Paladin uncrushable and is very dissapointing cinsidering where it drops.

This libram > Libram of Repentance IF AND ONLY IF you have pushed crushing off the table AND you have great avoidance (dodge/parry/miss).

Let me put it this way. As you get better avoidance gear (dodge/parry/miss), your block will give you less benefit. There is no point to stack massive block if you are going for massive pure avoidance stat because it's a waste. What you want is more mitigation and this libram gives you just that much more.

Full Lightbringer + 131-141 gear will have:
armor value: 19966 (with imp devotion)
OR
65% mitigation vs lvl 70, 62% vs lvl 73

15249 HP (unbuffed) 19430 HP (raid buffed)
6947 MP (unbuffed) 8857 MP (raid buffed)
spell dmg: 524 (unbuffed)
total block value: 368

parry: 23.73% (unbuffed)
dodge: 34.87% (unbuffed)
block: 20.10% (unbuffed) 25.43% with libram of repentance
miss (lvl 70 mob): 13.72% (unbuffed)

without holy shield or redoubt on:
the paladin has 85.42% chance to be uncrushed. (including the 3 lvl differences)

with holy shield up: the paladin has 115.42% chance to not be crushed. With 8 charges... the paladin can definitely keep them up within CD time.

is libram of repentance really needed? no. Is it nice to have? yes, but this libram is better.

its great that there is tankadin loot in these instances. Our guild started using 1 recently and we'll never regret making that decision. She's a valuable offtank in SSC/TK/mag's lair for us, aswell as maintank when we bang kara/gruul again

There were a few comments from people above saying that tankadins aren't running Black Temple. I have to contend that. Not only are there massive numbers of videos and T6 Tank geared Paladins across any server with guilds in BT, but it's even SUGGESTED that a Paladin tank Illidan himself on WoWwiki. This isn't because Paladin's are the best tanks. I'm also not saying that warriors aren't able to do it, too. But Paladins are suggested, specifically because of Holy Shield.
No matter what, a shield and blocking will always happen. When a Paladin tank triggers Holy Shield, anywhere between 30% and 55% of his defense (alotting for going over the 102.4 top cap with the 30, of course) is blocking. Illidan attacks ludicrously quickly, which means that more than a few blocks are going to pop up in your combat log. A warrior can get 2 with his Shield Block, before he becomes crushable again. It takes 5 seconds for him to get his Shield Block back. If you burn those 2 counters before the Shield Block CD is up, you have a gaping hole in your defenses. A paladin, however, doesn't have that issue. With high ratings in dodge and parry, as well as Imp Holy Shield, a paladin is almost garaunteed to make it all the way through his Holy Shield CD before the 8 charges are up. You'd have to be obscenely unlucky to get 9 blocks in a row in the 10 seconds it takes for Holy Shield to cool off.
It's very disheartening to see people STILL don't appreciate the viability of Pally's (and likely druids), as main tanks. The fact it still happens makes me wonder if they just keep running across horrid players behind paladin tanks, OR they are somehow incapable of giving up Pre-BC biases against any hybrid as anything more than a healer.

Now that THAT rant is done... About this item.
It's actually a fairly impressive piece of gear. In a situation of 1 on 1 (against a boss, for example) it obviously isn't nearly as good. It's advantages are viable, but just not widely felt. But against multiple mobs, where you have a higher chance of blocking, that extra 185 damage reduced from each hit is REALLY going to be felt by your healers.
