I stated this also on the NPC section, but it still applies here as well:

Imp in a ball is a "Loot Card" from the World of Warcraft trading card game. The loot card gives you an "Imp in a ball".. Its part of the new "Dark Portal" card set release.

As far as this being a possible NPC ingame, I cant tell. According to Blizzard, when you take the ball out & ask a question, you can right click the imp for an answer. 'Upper Deck' has also been heard stating in a future patch the imp will speak to your whole party! How Fun!

I'm rather disappointed after receiving the Imp in a ball. I was hoping for something more spectacular. Unfortunately the imp vanishes after being right clicked on and whisper an answer, often an answer which can't be related back to the question.

I'll fraps the point from which I click on the imp until when I receive my answer, let's just say I was hoping for something more graphical.

Aww, I got the card but it didn't have the loot code. I guess not all of the cards have the loot codes on them.

Got it today. All I can say is that currently it's not too exciting. You right click the item, the imp NPC appears briefly (as seen on the screenshot), whispers you the random answer and disappears. Nothing to show off. Others can't use the NPC other than seeing him. Hopefully Blizzard changes that in future patches.

I can confirm that the imp in a ball as of this patch, 2.1, it will send a message to your party if you are in a party or raid. If you aren't grouped, it will send it to you in a NPC whisper.

Where does it come from and how hard is it to get?
The Imp in a Ball comes from the World of Warcraft TCG (trading card game)

Rarity: 1/484 booster packs
Distribution: Dark Portal booster boxes contain 24 boosters and cost approx $40 USD (inc. shipping), therefore the average cost of obtaining this particular loot is $807.00.

How much would I expect to pay for one off eBay or similar?
According to http://www.wowtcgloot.com/imp_in_a_ball.htm (most information sourced from there), the lowest Buy It Now price starts around $50 USD upwards to $75 USD, with the average quantity listed hovering around 3 items.

Facts:

It makes the same noise when a warlock summons an Imp.
The imp shakes up and down for a few seconds, and then announces a fortune to your whole group.
It is similar to a magic 8 ball.
Casting time is instant with a cooldown of 30 seconds.
The number of different fortunes is very large.
The answers given can be cryptic as well as insulting.
Useable at any level and therefore available for twinks.

How do the Loot cards work?
Loot cards are special rare versions of WoW TCG cards found in booster packs, starter decks, and raid decks that have a revealable unique code. Once this protective layer concealing the code is scratched away, a 25 digit promotion code is revealed that can be entered into the Blizzard offical promotions page. These codes work for both US and EU servers.

I have the 25 digit loot code, now what?
All accounts from every region in the world use http://www.worldofwarcraft.com/misc/promotion.html to redeem any and all special loot. This webpage allows you to enter the 25 digit promotion code and also select the region and realm for the character that will receive the loot item.

Upon succcessfuly submitting the above information, you will be presented with an in-game code. Write this code down or print it out; you will need it to retrieve your item. Log into the game with the character that is to receive the item and travel to Booty Bay in Stranglethorn Vale. There, you will need to find a goblin by the name of Landro Longshot. He is located on the lower parts of Booty Bay on the docks, and should be easily recognised due to the fact that he has a distinctive purple shirt and two body guards next to him.

When you find Landro, he will first ask if you are here for a promotion, and then ask you which TCG expansion your item comes from (or Points Redemption); check your loot card if you are not sure which item that is. Ensure you have got bag space to hold the item!

According to wowhead there is several versions of the spell when you click it, most notable a different spell for when a rogue uses this item, anyone know what that difference is?

This toy was also available for Burning Crusade Classic as a part of 6-month subscription bundle.

All you have to do is have an active 6-month sub, download the burning crusade via the game launcher (around 5gb), then create a level 1 hero of any race and go to the major city. In my case, I created a troll and went to the inkeeper in Orgrimmar. Followed the road so no hostile mobs attacked me. Quick way to get a toy that normaly costs 800$ but! You cannot use it in Shadowlands, unless you buy it off the Black Market Auction House. The item will stay in your level 1 toon bag. I wonder once the Toy journal is live (was it wotlk or?) if the toy would be usable on retail..
