Every two hours the Skyguard just north of Ogri'la attack an Ethereum camp in the northern portion of the zone. If you defend the Skyguard NPC's working on the machine for a set period of time, a vendor becomes available that will sell you this and four other unstable flasks that are not able to be produced by the machines for Apexis Shard x10.

The Unstable Flask of the Beast gives these stats to a level 70 Warrior:

40 Attack Power
0.61% Crit Chance
0.67% Dodge Chance
300 Health

The Unstable Flask of the Soldier gives these:

40 Attack Power
0.91% Crit Chance
300 Health

Statwise, for a Warrior, you're better off taking the Soldier flask if you do DPS, and if you're a tank, the Beast flask for the extra dodge chance.

Are these soulbound when you buy them? I have about 1500 apexis shards on one of my chars, but I want to give the flasks to my other 70.

This flask is related to the Ogri'la faction in Blade's Edge Mountains.
All flasks are acquired by turning in 10 Apexis Shard.

The following flasks are easily obtainable by interacting with a machine in the zone:

The following flasks are sold by Aether-tech Assistant, who spawns every 2 hours when an event starts where you have to protect him.

As the tooltip says, all the flasks only work in Blade's Edge Mountains and Gruul's Lair. You can go to other zones and still keep the flask buff but with no bonuses until you enter the proper zones.
