The 4 scales drop from the "summoned" dragons in Blade's Edge Mountains near Ogri'laa. You need 35 Apexis Shards to destroy the egg, which brings the dragons. I'm currently working on getting all 4 ( I have 2 at the moment ) to see what it comes out like.

These dragons should not be summoned or attempted unless you have a complete 5-man group. 5 70's in average gear should not have any trouble.

When you kill the dragon, EVERYONE IN YOUR GROUP can loot the scale-- so you don't need to worry about rolling on them.

The 4 scales combine to form a blue cloak with a random enchantment on it. Simply collect all 4 scales and right-click one of them to make the cloak.

Each dragon should drop a random BOE Green item in addition to the scale, and probably an Apexis shard or three.

we did this dragon with 70 tank, 70 mage and me 70 priest. Was tough but did it :)
