I'm a little confused by how this event thing works--upon completing it, does the chest contain a ring or some rings for a handful of people to discuss and then choose from, or does everyone who hasn't completed it get an option to pick a ring?

This is a fair healer ring (spell haste isn't so good, but the other stats are nice), but since healing gives damage this is a fair dps caster ring as well.

Spell haste is actually a great healing stat. It's one of the reasons that Scarab of the Infinite Cycle (drops in Black Morass) is still used by healers through Serpentshrine Cavern, The Eye, and into Black Temple - its 320 spell haste proc can make the difference between success or failure at critical moments.
Since patch 2.3, spell haste now also affects the global cooldown. To use resto shamana as an example, that means that the time you must wait after using an instant cast spell - say setting a totem or casting Earth Shield - is less, according to your spell haste. Besides, the faster your heals are, the more chance your party stands of surviving. Combining this ring with 2.3 badges of justice gear and other armor from Zul'Aman could mean a very sizable amount of total spell haste, and the difference it makes is remarkable. Add in Bloodlust and Drums of Battle and your party also enjoys significant advantages.

In 2.4 this will be a viable caster dps tring. I would feel strange trying to get it from a healer though.

My guess would be ZA timed event like all the other good loot :)
