This is another case where the drop rates are much higher than shown, as so many people kill the mobs that drop them while not doing the quest.

I myself say the drop rate is in the 30% area because i took on 3 at once and every time i did that only 1 out of 3 Droped so i would say in that area.

I killed at least twenty of the striders and didn't get any drops. I received a drop off of the first thrasher I killed and was up to 3 drops before I had killed 10 of the thrashers

Looks like the drop rate has improved I've killed maybe 10 and I've got 4 eyes. They DEFINITELY drop off of the Highland Striders directly west of Hammerfall

May i add the stupid point, that highland raptor eyes dont drop from higland raptors, which are found in Wetlands.. A bit odd IMO..

I did this quest really fast with a drop rate of 1 every 2-3 kills.
Rally close to Hammerfall, to the east side.
Coordinates are 64.44 killing Highland Strider.

So I've done this quest on two caracters now, once with striders, once with thrashers

Thrashers it took 55 kills to get the eyes
Striders it took 95 kills.

It seems Thrashers have a much higher drop chance, and I assume drop data on wowhead is skewed maybe because the garbage people have a quest for thrashers, but obviously will never find eyes.
