great for level 29 twink rogue or warrior ... with blades of course(does not work on heirlooms). Most important the mats are verry verry cheap bought 40 solid stone for ... like 1.4G

Sharpen/weight stones are good way to increase damage from duel wields or 1h+ shield. Its pretty much wasted to use it on a 2h, the attack speed is just too low.

which blacksmith trainer teaches solid sharpening stone for the horde?

Should be the artisan blacksmith trainer, whoever that is for Horde. If you're level 20 the expert blacksmith trainer should tell you who/where to go for artisan training. If you're not level 20 yet then it's time to go questing. Many (all?) primary professions have character level requirement for artisan and higher.
