Legendary Cloak Ashjra'kamas Now Has a Main Stat Proc When Upgraded

In the recent PTR build, the Legendary Cloak
Ashjra'kamas, Manto della Risolutezza
now comes with an additional equip effect when you upgrade the Cloak to a certain level. This effect is a proc that will increase your primary stat for 8 seconds, making upgrading your Legendary Cloak very important in Patch 8.3!
General Information
The Legendary cloak
Ashjra'kamas, Manto della Risolutezza
is a very important tool in Patch 8.3. It has 15 Ranks and if you successfully complete the requirements in Horrific Visions, you'll be able to Rank Up your cloak.
Ranking up the cloak improves its:
Item Level
Corruption Resistance
Sanity Loss Reduction
Appearance
We'll cover the exact stats for each Rank of the Cloak in a future article but for now, just know that the Cloak upgrades to its new Appearance at Rank 6 and Rank 11.
Potenziamento Draconico
Proc
In the recent PTR build, the Legendary Cloak
Ashjra'kamas, Manto della Risolutezza
was upgraded to include a Main Stat proc called
Potenziamento Draconico
. This seems to be added to the cloak once you upgrade it to
Rank 6
or higher.
We've only seen this proc on Cloaks Ranks 8 and 9, however it is not present on Ranks 1-5.
Potenziamento Draconico
has (1.5 + Haste) Procs Per Minute and can proc off
your abilities
.
Potenziamento Draconico
increases your Primary stat by ~2.5k for 8 seconds.
Equip: Your abilities have a chance to increase your Intellect by 2,536 for 8 sec.
For reference, this is about a 25% increase in main stat, which will be quite the damage boost!
Rank 11 Upgrade?
What happens at Rank 11? We're not exactly sure. Due to the time gate of Horrific Visions, we only have access to a Rank 9 cloak right now.
Will it be a new effect? Larger or more common proc? Or something crazy?
