Patch 8.3 Encrypted Vendor Build 32044 - PTR Soon?

Patch 8.3 hit WoW's vendor CDN today, hinting that the 8.3 PTR is coming soon. This build is encrypted so we cannot start datamining yet.
In the past, new PTRs hit relatively soon after the first vendor update. For example, in Patch 8.2, the
encrypted vendor build
hit on April 4th, with the
content reveal
on April 11th and first PTR build on April 17th.
However, we're not sure we'd see Patch 8.3 datamining so close to BlizzCon. As Patch 8.2.5 ended on a cliffhanger as to Sylvanas' true plan following the
War Campaign finale
, it feels like Blizzard would want to reveal 8.3 in a polished state at BlizzCon. Blizzard also utilized tech that hid most of the War Campaign quests and dialogue from dataminers, so it's likely we'd see that same level of secrecy surrounding the ending of BFA.
