The Crystal Poweder drops from most mobs around Nagrand. But you need to dedicate some time to it. During my questing in Nagraand I picked up enough for maybe 4 tokens.

although you dont have to accept the quest to collect the powder it seems you still need to be level 64 for it to drop. I was killing loads of mobs at level 63 to get my skinning skill up and not 1 dropped but as soon as i was 64 they dropped all over the place

Seems to be bugged, still receiving 8750 experience at quest turn in at level 70.

You can find these basicly from everything you kill around Nagrand. It takes some time to get a pile though.

I would definitely try to collect the 160 powder samples needed to get the Halaani Bag. It's much cheaper than any other 18 slot bag you will find. It's going to take you a while to get all that collected, but worth it in the end, I think. Other than that item, I don't see much use in the Halaa stuff for PvE. Even for PvP, you'll get better gear from Battlegrounds.

This base was the primary draenei research facility for the study of naaru crystals.

What we have discovered is a veritable goldmine of research notes about the crystals from the "diamond" mountain, Oshu'gun. It would seem that everything in this region carries with it some residual powder of the Oshu'gun crystals. If you find any powder while adventuring in this region, return it to me and I shall reward you with a token of my appreciation which you may use to make purchases from the quartermaster.
