Without coordinates getting in the way, I found the Ethereum Data Cell directly south of the quest giver, maybe 30 yards. When I turned around, I could see it laying on the ground. Looks like a Christmas blinking land mine.

I found it at 55.8, 39.9. (Round off to 56,40 if you don't have fractional coordinates.)

It's directly South West of the Quest Giver.

Its green and red and flashes and jumps around on the ground.

For some reason when I first accepted the quest I was unable to pick up the disc.

To fix this, all I did was go back and talk to Image of Commander Ameer again (I did not need to restart the quest, but if the problem persists you should do it).
