After I boosted my character to L58, I did not complete this quest right away. I leveled to 59 after a few days of the Halloween repeatable dailies and the candy bucket quests. At this point recognizing that I did not even have a weapon equipped, i decided to turn this in for the survival kit. The quest was not in my log and not available from the Stormwind priest trainer. Perhaps it becomes unavailable if you level to 59 before turning it in.
