This quest can only be used while you're not friendly. After friendly the questgiver doesn't give it anymore.

Bog Lords in the northeast corner of the Zangarmarsh drop these as well.

The blue bog lords have a better drop rate then the green ones. This item can be obtained from any bog lord and traded.

In the Northeast (in the Dead Mire) they're called Withered Giants - https://www.wowhead.com/tbc/npc=18124 - and Withered Bog Lords - https://www.wowhead.com/tbc/npc=19402 - and they drop these tendrils about 1 in 5. If you go after these instead of the southwestern Bog Lords, make sure you have this quest - https://www.wowhead.com/tbc/quest=9782 - and then you can work on it plus the next one in the chain - https://www.wowhead.com/tbc/quest=9783 - while you are collecting Tendrils.

Who is the NPC to give these to.

You can repeat this quest to gain +750 rep (no additional XP) with Sporeggar until you are friendly. After that it quits giving you rep.

This quest gives 750rep instead of 250!
