This skill can be leveled easily from 1 to 100 in the Ratchet area.
At the Gold-cost, near the pirate camps, a ship is moored, near the cost.
You can enter the ship via the bowsprit.
Go down to the captains' cabin where you will find several lock-boxes, which will bring you up to at least 100 skill.

PS: Don't forget to bring Thieves' Tools

I can confirm the following for Alliance in Redridge Mountains at Alther's Mill (where Lucious sends you to get the Token of Thievery Lucius's Lockbox)

Skill 1-25 Boxes are Orange and you will fail to open them. Just try again until they open.
Skill 25+ Boxes will randomly freeze you in place
Skill 35 Boxes turn from Orange to Yellow and still randomly freeze you.
Skill 55 Boxes turn from Yellow to Green and still randomly freeze you.
Skill 70-71 Took me a few boxes before gaining a skill up.
Skill 90 I maxed out at level 18.

As a side note, you only need to get to about Skill 50 for the purposes of the quest mentioned above.

I used my Engineer to Craft Practice Locks and levelled from 1-30 easily with Lockpicking, After 30 the Practice Locks Turned Yellow and I got to about 45 before I ran out of Practice Locks and they are still showing "yellow" on the skill level so if you have extra Copper and Bronze to having an Engineer make Practice Locks is a good way to grind up from zero. FYI once they are unlocked they are pure vendor trash and not worth much so you might net more value selling your extra Bronze and Copper but I wanted to share that you can easily level up lockpicking via Practice Locks.

If you were like me and were stuck around 140 Windshear Mine in Stonetalon Mnts has yellow chests in it... Approx 74,60.

Boosted? Or neglected Lockpicking? TBC Rogues... level your lockpicking from 290-325 quickly and easily in Tyr's Hand, Eastern Plaguelands. Pick pocket everything and clear out around Footlockers and pick those too.

You can also go to Zangarmarsh around 305 to do the same thing there at the Feralfen camps.

Best place for lockpicking lvl 150-175+ Horde or Alliance, is off Desolace's northwest coast in the "Veiled Sea" due west of Thunderaxe Fortress (horde). Bring an hour's worth of underwater breathing. The waterlogged lockboxes were still yellow for me after I ran out of the 30 min potion after getting 177 lockpicking.
Trying in Angor Fortress was an exercise in frustration because the adds are so close together and at or higher level.
The lvl 34-35-ish naga in the Veiled Sea are only annoying and you can pick their pockets (!) before you kill them. They sometimes have junkboxes, and usually fish scales and fish oil - sell on horde or neutral AH. (They're for shaman.) There are a couple elite giants, but they're easy to see and avoid.
