The Primal Nether and the Living Ruby will be the hardest part. The rest of the components are on the auction houses every day (and are used in every other 350 engineering pattern as well; Goblin Rocket Launcher for example).

As a feral druid, I'm really looking forward to these goggles. The goggles are a LOT better than the Helm of the Claw fully socketed (PvP) and will be an arguably better tanking helm than Stylin' Purple Hat because of the meta slot and increased armor. The stamina is less on the goggles than the Stylin' Purple hat, but with a good meta gem (+18 stam) and a good blue gem (+12 stam) this hat is right back at the top with 58 stam. That's a win in my book.

So what level engineering do i need to learn them? It says they require 350 skill but it might be 375?

Is it class dependalbe what gogles u get to train?

yes, it is Class Specific to a Limit, If One's Class can do Multiple things (DPS, Heal, Tank) Then that Class is Given More than one pair of goggles.
