Did anyone try this on Brutallus yet? I am wondering about the fizzle chance and if Brut is immune to this or not.

I've used it on Illidan for fun for testing purposes. And it wasnt resisted, this was a month or so ago though.
I't wouldnt surprise me if it worked on Brutallus in Sunwell as well.

Update: (Confirmed) Another alternative item for Sunwell Brutallus is to try using Bag of Marbles see comments @ https://www.wowhead.com/tbc/item=1191 . This does work and has been confirmed.

Imagine a 5 man group with this item and a bit of coordiantion. It would give the target a permanent 10% hit penalty. If this one stacked with insect swarm, that would be 15% miss, which isn't too bad at all.

Btw: About miss and dodge...
Let's say you have a warrior with 6% dodge chance and this debuff on his target, the chance of the mob to hit the warrior would be reduced to (.95 * .90 * .94) = 80,34%.
95% is the base chance to hit( i.e. 5% natural miss chance), 94% is the chance of the warrior not to dodge (i.e. the chance that an attack will not cause a dodge), 90% is the chance of the mob to make an attack due to the debuff (10% miss).

I'm not sure, if the miss chance and the miss-debuff stack, though.
If they do, it'll be like this:
If the mob strikes, there is a 15% chance to miss (natural + debuff). If the mob doesn't miss its target, there is still the 6% chance of the warrior to dodge, resulting in a(.85 * .94) 79,9% chance to miss.
Well, in this example it wouldn't make too much of a difference, though.

When you add chances to parry, block and everything else, that negates damage, the results will vary, of course.

I don't know how evasion and hit chances work exactly, is this really worth using it for a 2 sec cast and only 10% reduction for 12 sec?

Does not reduce spell hit, and is therefore ineffective vs. casters. The debuff is also considered a Curse and can be de-cursed.

Not worth using, cast time is downtime and 10% less hits on a warrior tank is less rage generated and less threat output
