This is received by turning in 10 Encrypted Twilight Texts to the Hermit just east of Hive'regal. You get some silver and this stash of scrolls, but you don't get rep like you do for turning it into the guy in CH.

The scrolls are for being able to choose which boss comes when you summon a duke from the wind stone, or a lord from the greater wind stone. Normally it is random (not entirely -- my experience is they spawn each in turn, which is more obvious now that hardly anyone does this anymore) but when you have the signet or scepter created by a scroll, then when you use the stone an option is presented that lets you summon the boss that is specific to the beckoning item you have.

if u dont loot the bag. the content of the bag changes. each change takes like 15-20 minutes. i experienced this when i opened the bag when i got it and logged out without looting it. and when i logged in again some time afterwards, it was something entirely different. gonna see if i can make it drop plans for darkrune helm.

Hermit Ortell mails you these after handing in some of those encrypted texts. The clippings contained some info on how to summon templars and dukes. Full mail text follows:

Esteemed <name>,

I went through the stack of texts you brought me and I decoded the attached articles for you. I carefully selected only those items which I thought would be of use. It was quite problematic to get to a mailbox without being seen, but months of hiding in the desert have turned me into quite a sneak!

Handed in 19 of the quest for these in TBC Classic.
It took 8 hours to come in the mail (maybe more I went to bed)
It contains the things it says it contains here.
Some bags contained multiple patterns.

I got the Signets I needed to summon the mobs I needed in the 18th and 19th bags.

I paid 10g for the 10 texts required.
