The "use" effect on this item did not work for my character until I was level 38. Prior to 38, it gave a message "Target is too low". I couldn't rectify this by changing targets, dropping group, etc.

There must have been a change, because it works for me (level 31). I get the "Heavy Golden Necklace of Battle" buff. It lasts for 30 minutes, gives +10 strength.
It's Magic, so it can be dispelled.

What a useless bit of scrap metal. Waste of time and materials. If the object says level 30 it should work on a level 30 not 48.

I can barely sell these for 75s - 1g. They are commonly made by power-levelling jewelcrafters and dumped on the AH by the dozen. I wouldn't make one of these unless I got a skill up, needed one for personal use or was giving them to guild members/friends who had no other neck piece.

Felika, an Orc <General Trade Goods merchant> has this as a rare (spawn) sell. She wanders around, mostly in the Drag I think.

BTW: It seems to be on about a 15 minute respawn. I was posting a few things here and going back to check on buying another, and it seemed to have been about 15 minutes or less.

Sweet necklace - a friend made this for me and another one of our guildies. We've tried using the "use" option on it tho, and we get "target is too low level" - I'm currently 34 (NE warrior) and mate is 33 (Dw pally). Given the required item level is 30, this seems kinda odd...!

The cooldown is strange... I guess (don't hope so) that it is 1.5min.

I spoke with a GM last night on Aegwynn (US). He said that this item is bugged and is a known issue. I imagine someone probably put the target required level as 300 or something ridiculous (but in line with a normal programming typo) on accident.

IIn my experience with these necklaces that give buffs, you use them like a trinket and get the buff but the necklace stays there.

When you hit zero charges, you can't buff yourself anymore with it. But since it still gives stats when you equip it (equip: +4 strength or something) you still get the stats from wearing it like any other armor piece, you just can't buff yourself with it like a trinket anymore.

When you repair it, you don't get more charges. Want more buffs that those necklaces give after you've spent all 10 charges? Buy another necklace. But repairing it doesn't give more charges from what I've found out.

You also loose the buff when you take off the necklace, just like a trinket's buff. Putting it back on doesn't give you the buff back again. So you can't buff yourself with one necklace, take it off & put on different necklace to buff yourself with that.
