I got this vest yesterday with my 57 hunter, the quest isn't hard to complete und should be doable by a 55 Char - you'll encounter 53-58 mobs, with Shamans and Ursa only spawning in their village NE of Everlook.
This vest should do until you get BS breast, Dragonscale or the Ogre Forged Hauberk from Dire Maul.

Did the quest with a group of 47-49's. I am a 47 Hunter. The breastplate is awesome. This is very doable with such a low level group if you take your time.

At the time of getting this I was a 47 hunter who happened to be lucky and grouped with a 60 hunter, as soon as I got this I ran back to Timbermaw hold and turned in, I love this chest piece, and I'll be using it for a while, I'm 50 now and still loving it.

I got it with a 68 pally and it is so good still having it at lvl 57

this is also one of the best 40 - 49 twink hunter armors you are going to find out there. Meshlok in Mara drops leather with +25 agi and + 10 sta, but he is a rare spawn and this is a quest reward. only comparable piece to this is the Relentless Chain which you get from the mara quest for the Carvings.

Got this vest as a level 45 Hunter, here's how I did it:

Snuck into Felwood at level 43, and killed Deadwood Fulborg as I could. I only really got stumped on the Pathfinders, which are level 50. Died a couple times. Made a big chuck of rep towards Unfriendly until I hit 45, when I gained the Ally quest. Finished that at 45, became Unfriendly, and used the Lunar Festival invite for the Moonglade FP. Got to the rear of the Timbermaw Hold rather than run to N. Felwood, spoke to Salfa and got the quest for the vest. Hired a lvl 60 rogue for 5g's to protect on the quest, and finished at 45. Leveled to 46 on the way back to the turn-in by accidentally discovering an area.

My chances of finding a 47-50 group willing to finish this quest was next to nil, so the hiring a higher level was a matter of necessity. Anyhow, here it is:
