During the week of Valentine's Day (Feb. 14), the and are components in the Alliance quests "Aristan's Hunch" and "Fenstad's Hunch".

The bottle has ten charges; each charge gives the passive ability of identifying the interactive NPCs who have items special to the season. Also, each charge grants a buff which gives you "a pleasing scent". The buff icon actually reads something like "(Name) smells great!"

Outside of the season, the cologne is just for fun. In spite of - or perhaps because of - that, it always sells at the AH for decent prices, though never as much as the perfume. :)
